The Nokia Smartpur Project has established 21 Smartpur Centres across 8 districts of Kashmir—Anantnag, Bandipora, Budgam, Ganderbal, Kupwara, Kulgam, Pulwama, and Shopian—to bridge the digital divide and improve access to essential services in rural communities. Through initiatives in education, livelihoods, governance, financial inclusion, and disaster risk reduction, the project empowers youth, women, farmers, and vulnerable households while strengthening community resilience, promoting digital inclusion, and enabling last-mile delivery of government services through strong partnerships with government departments and local stakeholders.

Khag Block, Budgam District
The Smartpur Centre at Sitharan A–Khag Block, Budgam, is a community-based digital and livelihood hub established under the Smartpur initiative and implemented by REACHA to accelerate rural development and digital inclusion in the area. The centre serves as a one-stop platform offering computer education and foundational digital literacy, livelihood and vocational training tailored to local needs, financial inclusion support, and facilitated access to online government services for residents of Sitharan and surrounding villages. Regular governance e-filing camps are organized to help community members obtain certificates, registrations, and other essential digital services, while financial literacy sessions raise awareness on banking, digital payments, savings, and practical budgeting. The centre conducts outreach on social protection schemes to ensure eligible families and individuals receive their entitlements and benefits. With a particular emphasis on empowering women and youth, Smartpur Sitharan enhances employability through skill-building, improves access to government service delivery, and fosters sustainable livelihood opportunities that contribute to resilient local development in Khag Block, Budgam.
