The Smartpur Centre Galwanpora functions through a decentralized, participatory, and results-oriented operational framework that integrates technology, community engagement, and departmental partnerships to accelerate inclusive rural development. The centre serves as a single-window platform where citizens can seamlessly access digital services, skill development opportunities, government schemes, and livelihood support.
The District Coordinator provides overall strategic leadership by identifying local development priorities, establishing partnerships with government departments, financial institutions, educational bodies, civil society organizations, and private sector stakeholders. The coordinator is responsible for programme planning, resource mobilization, quality assurance, stakeholder coordination, monitoring, and ensuring effective implementation of all centre activities. The Centre Facilitator manages the centre's operational ecosystem by delivering citizen-centric services, coordinating beneficiary registrations, facilitating access to government schemes, maintaining service records, preparing reports, supporting digital governance initiatives, and ensuring smooth day-to-day operations while maintaining high standards of service delivery. The Computer Academic Instructor (CAI) leads structured digital capacity-building programmes by delivering industry-relevant computer education, digital literacy, productivity software training, internet applications, and emerging technology skills. The instructor empowers learners with practical competencies required for higher education, employment, entrepreneurship, and participation in the rapidly evolving digital economy.

The Centre Facilitator is responsible for the overall operational management of Smartpur Galwanpora. Key responsibilities include delivering citizen-centric digital and governance services, facilitating access to government welfare programmes, coordinating centre operations, maintaining programme documentation, supporting implementation of developmental initiatives, engaging with community stakeholders, monitoring beneficiary services, and ensuring efficient, transparent, and high-quality service delivery that contributes to the overall success and sustainability of the Smartpur initiative.

Shabir Ahmad Mir, a Higher Secondary (12th) graduate from Galwanpora, was facing unemployment and limited livelihood opportunities before joining the Smartpur Initiative. Despite possessing strong dedication, a willingness to learn, and a genuine commitment to serving his community, he lacked a platform to translate his potential into meaningful employment. Recognizing his capability and leadership potential, the Smartpur Initiative selected Shabir Ahmad Mir to serve as the Centre Facilitator at Smartpur Galwanpora. This opportunity marked a significant turning point in his personal and professional journey, enabling him to become an active contributor to rural development while building a sustainable career. As Centre Facilitator, Shabir plays a pivotal role in managing the day-to-day operations of the Smartpur Centre. He delivers a wide range of digital services, facilitates citizens' access to government welfare schemes, assists beneficiaries with online applications and documentation, supports digital literacy initiatives, and ensures efficient delivery of community-centric programmes. Through his proactive engagement and dedicated service, he has substantially improved the accessibility, efficiency, and outreach of digital governance services for residents across the village. The Smartpur Initiative has not only provided Shabir with stable employment and financial security but has also empowered him to become a respected community resource and a catalyst for local development. His transformation from an unemployed rural youth into a skilled community facilitator demonstrates the Initiative's commitment to identifying local talent, strengthening rural capacities, and creating sustainable livelihood opportunities.
